The National Fire Protection Agency (NFPA) in the United States approved a new standard effective January 1st, 2009 adopting Supplemental Evacuation into the Building Code and Life Safety Code Handbooks. The 2009 Edition of NFPA 101 Life Safety Code book will serve as the Bible for the Construction and Fire Engineering Communities requiring all multi-story buildings to meet this new level of Life Safety.
Current codes often require ¡X sprinklers, smoke detection, smoke exhaust and emergency power ¡X to provide a high degree of assurance that the spread of fire and smoke are limited, that people are warned of an emergency, and that egress routes are reliably lighted. Supplemental Evacuation Equipment products facilitate faster movement of more people in an emergency for buildings that may lack some of these important safety features.

Supplemental Evacuation Equipment
Currently, buildings are not design for the “worst of the worst” on the likelihood of the event and its consequences for any threat or hazard scenario, including hurricane, flood, tornado, earthquake, terrorist acts, or fire. There are times when total darkness, fire intensity, smoky conditions, and structural damage make it impossible for occupants to see the escape route or use the internal stairways and the elevators. When this occurs, the availability and the use of supplemental evacuation equipment become critical in getting everyone out of danger. This article introduces and summarizes the importance of having supplemental evacuation equipment products that utilizing redundancy, reliability, and tenability to ensure that everyone would have the opportunity to get out quick in the most frequent and likely extreme events.
Egress Problems
NIST, NFPA, ISO, other policy and code organizations and authorities have recognizes limitations of current evacuation and access provisions. Issues and problems brought to attention in recent years with respect to egress during mass evacuation include the:
• Capacity of stairs for occupants;
• Capacity of stairs for emergency responder access during an occupant evacuation;
• Inherent limitations of evacuating persons with mobility impairments;
• Total darkness when the emergency lightings and exit lights are not functioning; and
• The lack of redundancy when the back-up power supply, the access to stairs and elevators is compromised.
Recommendations
Following the investigations conducted under the National Construction Safety Team Act, National Institute of Standard and Technology (NIST) released their final report of the World Trade Center (WTC) collapse, recommends that tall buildings should be designed, or existing structures should be reviewed for retrofitting, to accommodate timely full building evacuation of occupants due to building-specific or large scale emergencies such as widespread power outages, major earthquakes, tornadoes, hurricanes without advanced warning, fires, accidental explosions, and terrorist attack. Building size, population, function, and iconic status should be taken into account in designing the egress system
A new proposal NFPA code changes for high-rise buildings addressing supplemental evacuation equipment has been introduced for the 2009 editions and is intended to provide guidance to building owners and others considering the voluntary use of such systems and equipment to enhance building evacuation preparedness.
To comply with these recommendations, buildings would need to incorporate life safety features that are beyond the code-required minimum to assist the building staff in implementing the appropriate crisis response evacuation plans that address the life threatening conditions of a tall building emergency to protect both the building occupants and firefighters.
Supplemental Evacuation Equipment Products
With egress access identified as an impediment to speedy evacuations, the marketplace is responding to the NIST recommendations with many innovative supplemental evacuation equipment products to aid emergency egress.
The supplemental evacuation equipment product is intended to provide the redundancy and survivability into the building evacuation system when building lights go out during emergency; the back-up power supply, emergency lightings and exit lights not functioning, stairs and elevators blocked or damaged by explosions and fire to be bypassed. These products include:
1. Ingström Escape Chute® applicable for new and existing buildings and can be placed strategically inside or outside the building, transport occupants from upper levels of the building to designated discharge levels:
• interior egress paths: using existing shafts or new shafts to accommodate vertical egress path (multi-entry escape system);
• exterior egress paths: feature as a “lifeboat evacuation” to support additional egress systems (single-entry escape system).
Ingström Escape Chute® is designed to protect and maximize the number of occupants, regardless of their capabilities, from flame, heat and smoke, that can be safely evacuated even if the electrical supply to a building is lost. It is intended to provide an alternative means of egress when the stairs and elevators are not passable or damaged, gives trapped individuals the chance to make their escape from a building in the critical minutes before rescue services arrive.
Ingström Escape Chute® provides building owners and occupants with an:
• alternate paths of egress in the case of critical compromise of the primary path,
• additional paths of egress to alleviate congestion in the primary path and provide a more efficient evacuation sequence for the entire building, and
• equitable evacuation opportunity for all occupants. No one is left behind, has to wait for help or is forced to attempt staircases unaided.
2. Evac+Chair has been specifically designed and manufactured to evacuate the disabled/injured from multi-storey buildings with ease, speed and safety. An estimated 20% of occupants in high-rise buildings have difficulty in walking down a long flight of stairs. This wheelchair facility can be operated by just one person to transport the mobility impaired quickly along corridors, around tight corners and down staircases to safety.
3. Photo-luminescent glow in the dark materials applied to evacuation guidance signage to identify stairwells, steps, final exits, floors, stairwell doors, handrails and landings. When building lights go out during an emergency, these signs remain visible in total darkness for a reasonable period of several hours after exposure to normal lighting conditions, provide a safe illuminated path through dark stairwells, hallways, and rooms, allowing people to quickly identify building escape routes even in dark and smoky conditions.
The signs provide a non-toxic, non- electric and non-radioactive source of protection. Even in smoke-filled hallways, low location, non-electric signs are much easier to see and more reliable than conventional overhead electric powered signs. The clarity of emergency exit paths and signs can effectively lead people to safety and more people will be able to get out of the building quick in the event of a power black-out.
The Photo-luminescent glow in the dark Light Sleeves provides a failsafe economical emergency lighting solutions. Light Sleeves are thin, transparent sleeves that slip over fluorescent light tubes and charge while the lights are on, emitting a bright glow when the lights are off. Light Sleeves are used to cover all fluorescent tubes in all building egress and exit routes that provide illuminating lighting to stairwells, fire escapes, hallways, exits, elevators and car parking areas.
If Light Sleeves are installed on 10% to 20% of all overhead fixtures throughout a building so during a power failure the building occupants are never left in the dark or subjected to dangerous black-out situations.
4. Escape Smoke Hood If there is a fire, there is smoke. People can survive in smoky air for about three minutes before fainting or asphyxiating. People can usually move about 12 meters per minute through thick smoke. For certain areas involving "dead-ends", occupants must be evacuated within one minute and the travel distance for "dead-end" must not be more than 12 meters.
Given that ninety-five per cent of people or more who die in fires die from smoke, toxic fumes or gases, the escape smoke hood could protect evacuees from smoke inhalation and give them a better chance to survive during a fire evacuation.
The provision of supplemental evacuation equipment in tall buildings would certainly help to facilitate in getting everyone out quick in a total building evacuation: it minimizes the evacuation hazards, facilitate safe and rapid egress, allow all occupants an equal opportunity for evacuation and facilitate emergency response access.
